Been working on getting that same answer ...interestingly Capital Drilling a mining services company that does a fair amount in Tanzania  just released it's quarterly with the following quote:

"We will be actively engaging regulators and stakeholders, including the new Mining Commission and its proposed Local Content Committee, to gain a clearer understanding of the regulations and their consistency with the Act"

That seems to suggest Commission has been established but maybe not the local content committee...
I'm checking further ...a simple press release by Madini would stop conjecture...yeah..but
Andrew meeting Angellah next week at conference in any case...would love to be a fly on the wall at that conference .....hmmmm there's an idea
