I guess you don't know much about Chinese business culture. It is totally corrupt to the core.
There is a widespread belief in China that you are only need to be loyal to your guanxi (connections) and everybody else is fair game. That exploitation policy extends as far as deliberately selling contaminated baby formula or fake aircraft parts. The only deterrent is the fear of prison or execution.
