NGX may be thinly traded in Australia, but their largest holder is Sprott Assett Management from Canada, probably the worlds best gold / silver focused hedge fund. They are not guessing if they increase their holding to almost 22 million shares. Sprott thinks Norseman is a go, and have stated that they believe there is a lot of gold there.
