The outbreak was declared only "an outbreak of international concern" - based on information from China - on Jan 31 not a pandemic. These supplies were on the tarmac at Perth airport on 8 Feb, so purchased at around the same time. So yes, bought surreptitiously before the world realised the severity of this contagion.
Let's stick to facts shall we.

They were bought fairly and legally on the free market.
They broke no laws or regulations. They were simply smart and made some money for themselves.
That's how free market capitalism works.
It does not work by being nice or caring about others.
