The timing of the data is described in the text on shortman, the previous days "non aggregated" data comes out at about 11:30 the next day, the aggregated takes 4 days. the non-aggregated data isnt very accurate, but its an indicator.
e.g. Friday had 45% of trades where short, which is high, but not uncommon, so people are starting to think it might go down, but still overall aggregated shorts are a record low, so long term very positive, some short term concern (thats how i read it)
