When you trade CFD's, you never take ownership of the underlying security as you do when you trade shares. There are ASX traded CFD's and non-ASX traded CFD's. For non-ASX traded CFD's, there is no requirement for the market-maker to have any relationship with the ASX (so they won't be able to tell you anything Shrimpton)

Any of the market-makers can open a 'book' on any share ... see IGMarkets or CMC or a host of others. IGMarkets does trade CTP CFD's ... and given the nature of a CFD, you can short them or go long (I just checked and the CTP CFD margin is 25%)
