Oh whoops, forgot that a special resolution requires 75% of votes, not 85%.
But what a special resolution can entail are items such as
1. Purchasing of own shares by company (reducing share capital)
2. Changing names
3. Changing the articles of association
4. Taking a company private
With 25%, they have the power to block them.
Still doesn't tell us much but it is definitely something to be on the watch for. Takeovers usually start with just 5% of holdings.
