Not sure about the US control account having any impac...although it probably does provide a nice little stash of unused shares that could be "borrowed".
But would HSBC have access to this...who kows?
As for upwards manipulation...lol...I suspect once all those whow want to get set have doen so (from the Angolans to all sorts), then clearly those holding it back to help facilitate lower entries (or indeed maintain a safety margin on said entries), could be expected to expend similar effort pushing it back up.
The sooner these placements are all over and done with the better.
