If the blackout period is still going, then that would be why
If not, then they could probably see the writing on the wall for delays and a pullback
Additionally they could be further restricted through the financing period
End of the day, only they know - You could even ask them, instead of the "WhY arEnt tHe dIreCtors BuYing Huhhhhh" throw away lines?
