    It does not imply control by US gov. it implies control by an entity in the district of Columbia which is not part of any US state. I agree it is a legal construct, for the purpose of what?

    This is not the place to get into this, suffice to say I do not believe Aus is a sovereign country, I an happy for you to believe what ever conclusions you come to, live and let live.
