the bush gov were told by their own agencies, overseas govs, and did nothing. norad were told to stand down and not intercept the 'hijacked' aircraft.
despite all the security failures of 911, NOT ONE person was sacked or demoted. the were actually many PROMOTIONS after it...
not sure it would take a 'massive' amount of people to do this...
