Acceptable steady occupancy level for me has always been around 85%, increasing as the year progresses.
You are correct, many parents, 'centre shop' and place their names on multiple waiting lists (usually heading into a new calendar year). Some centres in Sydney, Melbourne and Brisbane are now charging parents a fairly hefty fee to be placed on their waiting lists, to discourage the waiting list issues you addressed. Is it possible to get 100% occupancy? Yes, but I don't see it as often now as I did years ago. The new ratio changes for 2-3 yr olds introduced in January this year, will mean that the majority of centres will never operate to their full licensed number capacity unless they reconfigure their room sizes, so we may see occupancy levels drop slightly.
I don't think their notional target is as high as 90%, I could guess, but couldn't say with any certainty what it would be.
