I don't think they intend to be commercial with the 20K plant.

I think that it's dimply going to lead us to that ultimate commercial end by way of being there for the meantime & allowing ud to test burn, ell mall amount to prospective buyers & establish future agreements in other countries/markets...effectively cutting out our total reliance on the Tincom Plant between now & when it is finished.

Those countries would then adopt our fuel by producing it themselves on their own shores under a license IMO.
Essentially, we would not be making it here & then taking it to them - that would only be done in the case of our 'Aussie shore' Tincom Plant, allocated for Vietnams benefit.

This move make EI capable of standing on it own two feet & not having to wait & rely on Tincom IMO.
