I think the capper might just be someone (possibly someone with a vested interest in long-term potential) who doesn't want the stock to run too far too quickly. It is important to note this company is on its way to $1 without a doubt representing a 1.3 billion market cap roughly give or take a bit. For a company to make its way to the blue-chip value and stay at that market cap they must not let it run too hard too quickly because then, what is a great company with a long term future, may ruin its reputation as it would be perceived as the next P & D if it just started running up with no cappers.
