I don't think anyone is shorting. This is called the accumulation faze, whereby profession traders for example buy at 10c and sell at 11c, pushing the price back down, which keeps the price in this range. This way accumulation traders are building their holding, lots of it is done by automation. Once the resistance levels are broken its going to have a big move up.
