    Isn't the excerpt from the Strachan report just an extrapolation from previous announcements? Specifically, the reference to sub-economic rates a reflection of the announcement on the 14th of November - a month ago?

    I haven't been following for a while - and it seems I've missed something given how excited everyone is about this.    ​
