The legal case prior to August resolution went on for near a decade. That couldn't be cheap.

More money is going to be needed to drill after approvals are granted. Who's going to stump up that cash? Who's going to suffer the dilution consequences from that?

These are the kinds of specifics the company should be detailing to inform the market.
