don't normally follow his weekly column - but many do.
The resident tipping columnist in Melbourne Herald Sun who's pretty good at turning a good profit on a majority of his picks states of this stock - (which he got into at 24.5 cents - wish I did follow him!!):-

"I expect it to move to $1 - which is a spike on the chart in 2000. The projected target is $3.50, which happens to be a congestio area in the chart back in 1998."

Now this is chartist chatter - which must mean something to someone. I got in (later - sob) because I'm looking at it from a more fundamentals/prospects being developed news viewpoint.
