    Conservatives got 37% of the vote. Not a ringing endorsement. The other two Centre left parties got on memory 29% and 23% of the vote which combined would amount to a majority. Similar to Australia in away where the Libs govern in coalition with a right wing type party, the Nationals. Without the nationals seats, very difficult for the Liberals to get an outright majority.

    In the UK 52% of the public were anti conservative. The problem is that the seats won with 52% won by Labour&Liberal Democrats do not constitute an outright majority. Whereas if the Liberal Democrats side up with the Conservatives they would have an outright majority. However the Liberal Democrats are Centre left in nature and not a natural fit with the Conservatives. If they did go into coalition together the Conservatives will have to concede much to the democrats. They may have to agree to electoral reform and the Conservatives I do not believe will do so.
