BHP is not anymore into building projects themselves.
Nowadays the project work goes to construction companies.
I wonder if they train anybody, fitters, welders, electricians etc.
It would in their interest to do this, and gain access to qualified tradesmen, rather than competing for skilled labor with everybody else.
