Because the general market isn't buying/selling DTE in any volume at the moment.

What are they wanting to achieve?
It can be hard to tell since they often use bots in an attempt to operate under the radar but what's hapat 13.5pening today looks like a constant low volume trickling down - maybe by someone that doesn't want the SP to be at 14c or above. By trickling they give the impression that Dart is trading at 13.5c. If they wanted to unload a big parcel, they would sell larger quantities and/or more frequently.

It's just guesswork but it could be that a big chunk of the buy orders at 13.5c are from the same operator, hoping to convince people to unload stock at 13.5 and ready to grab them.
