It's NOT manipulation when the closing end of day auction is in place.
The seller can put down 0.001 and it wouldn't make an ounce of difference. It's a bit like making a statement and not worrying about the consequences.
This will generally happen in closing auctions when people are upset in regards to the trading price, but it is NOT manipulation. That that trade regularly will discount this activity.
