    Hi cspro,
The retail offer is normally a broker firm offer to their retail clients. From my experience the brokers then tend to hand it out to their best clients in terms of brokerage generation. Sometimes they will also give some to new clients if they ring up asking for some. ( In the hope the new the client will generate new business )
It then pays to do work through several brokers.
Bell Potter is good because they generate some of their own IPO's I believe and they also distribute for UBS.
JBWere good because they distribute for Goldman Sachs and NAB . Morgans also good.
I have not yet solved this dilemma. Do you deal through brokers and pay more commission or do you do online and not get good allocations from brokers for IPO's . I think it also depends on your trading style. For me I tend to do about 80 percent through brokers and about 20 percent online . I think it has paid off during the years. Hope this helps.
