Definitely!
It's really not that hard to legally make it near impossible to track the ultimate owner without some sophisticated forensic accounting work. Once you add in overseas entities it gets harder still.
Then, to make it harder, the Investment Banks build a position on behalf of a Client, and don't have to disclose who the Client is so long as they are under 5% for that specific holding.
