On seconds thoughts I am tending to agree with you.
The crucial factor are the C1 units, I think your estimate of $4.70/lb of Ni (processed metal) is much more plausible.
I have just looked at another kambalda-type producer Mincor (MCR) and they have
Cash costs (A$/t) of approx. $11,097
http://www.mincor.com.au/images/mincor---ociquainae.pdf
So for 2% Ni ROX's $AUS207/t equates to approx. $AUS10350/t processed metal which is comparable to Mincor's. Which matches your $4.70/lb of Ni (processed metal).
