I wrote to management with that exact question. The response was along the lines of.
"they may have decided to enter into a contract with CLQ, but at this point they have not actually entered into a contract. Negotiations were ongoing"
As @bdigii said, this is three years old, and I'm fairly certain at the time it was written Bioclens was not part of the deal.
