"They are not saying you need the money to be committed and in your account before they will issue you grant money etc as you are suggesting."??.....I suggested no such thing! The substantial investment I referred to can take many forms, as is outlined in the upstate initiative document.
And as for the "Planned" 5:1 investment ratio......Where is this plan? I am yet to see how MNS plan on an investment of around $20 million or more to unlock the $4million grant money.
