i posted the article about 'toxic landfill', merely as general info, which appears to show there is a disposal shortage in Victoria
however, the article is not directly applicable to 'PASS' since PASS is not 'toxic landfill', per se
NAG originally looked into a 'landfill' business, which requires a lot of EPA approvals (read their past announcements)
however, NAG later identified PASS as a simpler business model, requiring far less govt approval
