That's a silly question. The same could be asked of any other ingredient in any other setting. Requiring them all to fulfill your every scenario before using them is a little ridiculous.
What matters is its the best option to date. Unless you're suggesting that people use no sunscreen to protect against an unlikely scenario we have not tested against.
