Try a little simple addition and subtraction. State street buy some shares on open market. (-1) They loan them to a shorter at a nice profit. The shorter sells them on open market. (+1) What is the total change to market? -1 +1 = 0. So what in your eyes is wrong with this. Shorter's cannot short unless someone loans them a share. The loan is a demand loan and those shares cannot be sold until they are returned.
You seem to operate with only half the story.
