True for most other tech but I doubt it is true for biotech. Look at Cochlear, China is a massive frontier for them, also their bullet train was bought off the German rather than copied off them.
With "smaller" discovery, they do tend to just copy but when a product has global implications, in most instances, hey tend not to do it.
