Basically right, but US needs to put the donkey in FRONT of the cart, re-establish a Middle Supply Chain with the capability to turn REO into something useful, most particularly NdPr > NdFeB.
The ONLY way it can do that at any scale, for at least the next 5yrs, is leverage Lynas supply.
