From what I could find, that article was used with permission from a [more qualified source] The Economist - with a hugely misleading altered title. What was originally published as 'Fishy Finances' from the Economist discussing inflation and corruption in Mozambique has been renamed to 'The Return of civil war' by our friends at the Star Tribune to which it's only mention of civil war was a brief reference to the civil war waged more than 25 years ago.
Sensationalist, 'fishy' journalism at its finest...
