PEK has a growing JORC resource (largest outside china) and the need for rare earths is not going away, so I'd hardly call it 'speculative' !!
Seems the bottom has been found as there has been no more selling off for past few days, despite overall market conditions, so Im sure buyers will be back at the first sign of a turn around.
