What that chart shows was the LNP opening up the gates to 457 Workers in the Construction Industry thereby killing Tafe & Apprentiuces.
I remember at the time hearing on the radio that business reacted to a change in worker behaviour.
In the old'n days workers exhibited loyalty and stayed with employers for a long time.
Modern employees might move between employers regularly.
Business says why pay to train someone who might leave their employment at the drop of a hat when they can use the services of the industry that had sprung up which brought in trained overseas visa workers to order.
Workers who were often tied to the employer if they wanted to stay in the country with the threat of losing their work rights.
