There have been modular in factory builders building things in Oz for yearsOver seas- in many places.

Set up the Aussie manufacturing as well - but, don't wait for that - all Oz does is wait - wait and wait for it's next crisis if we can throw a trillion down the drain for a few useless subs - we can throw a trillion at some modular houses

What happened after the year 2001?
China was admitted to the World Trade Organisation, resulting in the decimation of Australia's manufacturing industry over time.
So those people who used to leave school and make clothes, cars, washing machines, windows and etc. no longer had as many jobs to take up in manufacturing because they were competing with Chinese villagers who moved to their manufacturing centres.
Universities became a storehouse of unused workers.

Modular building is a possibility.
Import them from China and get locals to put them together?
