Mate you will need to provide evidence of that claim as I have no knowledge of such a thing happenning. Why would someone want to stay at Tafe for 10 years and miss out on earning 100k+ a year as a tradie? Doesn't make sense. If it does happen then they must be doing some kind of menial courses which never gives them a valued qualification. In which case it would be very easy to stop. Provide the evidence of it happening though as I have learnt a while ago to not take your word for much at all.
