and that is merely one facet of what is the systematic failure of education and training in Australia - which has been eroding for decades
everything is degraded -
so, even if one has people who are willing to step up and be educated, be trained - engage, commit their lives -
who is to train them?
where are the facilities?
who is there to train the teachers?
where is the experience from decades back to set up such things?
and there is the problem --------------- mostly, it doesn't exist
this is precisely why many people say - you just cannot buy back 40 years of lost opportunities
you cannot just pop down to the store and buy people who should have been learning themselves - 40 years ago, graduating and going into teaching or business -
if they don't exist - then ------- simply - they don't exist. You can't just muster up something that isn't there.
And in many areas - look now who we have --
in education - we have people who are terribly lacking in classical education - they are merely job trained - and they are and have been working for years under short term contracts - many who were the best - are long gone - to countries better or into business or perhaps work for themselves
in the trades - look at what we have to draw from as teachers ----------- people who can't even build themselves to an acceptable standard ----------- over half of all new apartments in NSW have serious building defects --------------- over HALF
so, from where are these trade training people going to come? -- from the dud builders?
from the pool of teachers who already trained the dud builders?
the whole system is in meltdown - and IF one did manage to 'fix' it - the level of this degradation - takes decades to fix -------------- DECADES
it's impossible to dredge up magic solutions to 4 decades of disaster and lost opportunity
impossible

WTF
Apprentices are not taught by teachers, they are taught by lecturers who are tradesmen
The facilities are there
The lecturers (tradesmen) are there
The issue is getting tradesmen to take that drop in earnings to join tafe and imparting their knowledge
Dud buildings in NSW will have more to do with doggy builders cuting corners or engineers specifying the wrong material/process rather than the tradies doing the work
