Well that brings up another problem or two
When I was building I had to have money to cover my next years work, my money
Also before being licensed I had to show competence and a number of years experience before it was granted
Now to get a Builders license you have to know which government forms have to be filled in but nothing else
I previously rented a house to s builder and he was quite a busy guy, He came to see me one day to tell me he had to cancel his lease as he id not have the money to pay the rent ( beach side home)
I also knew that at that time he was building at least six houses and had put quotes on another three
So the government licensed him as a builder and he basically had no money, obviously just worked off loans and prepayments from clients
