Yes for new builds you certainly do. You can do basic plumbing yourself on your own properties it's not that hard. For God's sake so many can't change a tap or tap washer. Even electrical work you can do some of the basics and get it certified by a willing electrician.

UniversalTrader, yes there is way too much red tape, too much even for small basis renovation/ repair jobs on Residential homes
