The tiny trades are made by the big players. Investment banks have the right to unlimited trades of any size and in price movements (half cent bids when we can only make full cent bids for example) for a large upfront fee. Those 1 share bids are most likely entered by computers and are referred colloquially as algos or bots. The codes don't tell you the shorts but when you see the buy sell spread widen and see half cent bids trickle through prob a short.
Sometimes the tiny trades are placed to set price for large trades.
