Well it was the Japanese Sojitz (with govt backing) that loaned Lynas the money for phase 2 of the LAMP on generous terms. That was in return for a supply guarantee for Japanese industry through a joint Sojitz/Lynas marketing agreement.
It's recently completed but not yet fired up; that will happen in response to demand. Very likely Japanese demand.
