Finished? Whilst the plant might technically be "finished" it is not operational.
"On-site testing of the two reactor trans estification vessels has revealed manufacturing defects in the stainless steel inner liners which have resulted in further delays to final handover to Axens and plant start up. An independent engineer has been engaged to advise on repair of the defects by the reactor manufacturer, Amer Inc. Repair work to be undertaken by the reactor vessel manufacturer is scheduled for completion in the second half of January 2008. This will enable hand over for start up under the direction and supervision of Axens by the end of January 2008."
