they have offtake rights so in effect they control CTM's destiny
that's why there's no takeover premium in the CTM share price
you will need big brother's (CVRD's or Vale's) blessing first
if you go back and read the history of the area, i reckon (my personal view only so DYOR) the only reason Vale gave jag up was because of the enviro issues they had with their laterite project just a stone's throw away. it thus made sense to have someone else get jag through the approvals process, whilst still controlling the resource via off-take
