I agree. I've always thought they were 'slow walking' the release, and they may still be doing just that, but they really have no excuse this time. I mean, the work for the 'safe case' could have been completed ages ago; they knew what the Nickel situation was and that was why they were 'slow walking' in the first case.
Anyway, your point about updates to the DFS 'might' be moot if they are actually doing the calculations anyway, so it's ready to go, but simply not present it yet? I mean, that would be smart...
