the problem is not with the jag nickel deposit
heck, you still need nickel to get stainless steel
ctm's problem is poor management
they have built up a solid track record of failing to deliver
you can no longer ignore their failures because the market has woken up to them and has smashed the price
the fish rots from the head, so until those at the top move on, imho expect more of the same (delay after delay which is blamed on the dog eating their homework, its never ever their own fault)
