Did they have 2 billion shares to sell?
If not checks and balances should be in place to not allow
it to even submit.
Problem then solved.
The computer age is well and truely upon us so removing
computer based trading is not going to happen - however
the systems themselves need to protect us form this kind of manipulation or glitch.
If someone does in facdt have 2 billion shares and
either accidentally or on purpose - sell them - then so beit.
