I bet the raising is to do with the 'mandated bank' pulling out. MZI may not be able to get to the rest of the funding until all the funding is committed.
Think about it, RCF wouldn't want to risk their money until they know it could actually be completed.
So MZI need to buy time (ie. cap raising).
