Sovereign risk - this sort of 'dispute' seems to be common when something perceived to be probably worth little by the vendor turns out to be probably worth a great deal..so they try their luck at getting the deal undone by any means possible. Such actions are never startd before the worth is expsed of course....
Have a look at UCL's history with its zinc play. It's a poor part of human nature and such things have areal cost - time wasted getting the crooks exposed.
