This has me completely perplexed atm for the same reasons you brought up. They don't need the cash...yet and Jorc is almost certain to raise the interest of cornerstone investors.
One thing we do know is that the MD has just returned from Korea and from memory not his first trip there. The Koreans are very aggressive for uranium supply and this would provide an opportunity to tie it up very early.
I just don't know how this would all fit together, if in fact it is them or another like them. Offtake agreement maybe?
It may just be the catalyst for those PENO's RAKS et al.
Whatever the hell it is I hope it finally gets some stability into PEN.
As for positive cap raisings yes there has been and PEN was one of them last year. Many were saying (hoping) the sp would go under the CR price, well it never did it went up.
